Barlestone Parish Council Meeting Minutes – 14th December 2010
Minutes of the meeting of Barlestone Parish Council held in The Pavilion on Tuesday 14th December 2010.

PC Hannigan handed out crime figures for the local area and informed the members of crime that had occurred in the village recently.
Visits are being made to Costalot on a regular basis and PC Hannigan is speaking to the residents to introduce himself and to find out who they are.
The point was made that any individual whoever they are who steps out of line will be put before the courts and brought to justice.
L.Moore reported an incident he was aware of and again it was reiterated that all incidents should be reported however small.
C.Cllr Ould reported that SWIP the company wishing to develop the Nailstone Colliery site are running out of time due to the financial situation at the moment.
The Borough Council are still looking at affordable housing in the rural areas in spite of a study carried out by Loughborough University which proved you needed at least £4,000 extra per annum to live in a rural area.
It appears that the Borough have removed 500 prospective houses from Earl Shilton and it could be that these will be allocated to other villages within the borough. Mr. Ould said it was important the Parish are aware and it needs to work with other parishes to stop the building of large numbers of houses in small villages.
It was reported that Leicestershire CC had record results for children’s services and that Adult Social care again had excellent results.
Leicestershire C.C. has to save £17.5m over the next 2 years.
B.Cllr Bill Crooks reported that a review of the performance’s of the Districts & Counties Recycling figures is being held by the County Council. As a county, the recycling figures currently run at 52%, but this is boosted by a massive 73% reclaim figures produced by the ‘Bring Sites’ located around the county.
Hinckley & Bosworth have, by way of new lorries and collection routes, a projected saving on waste and recycling of £220,000.
Minutes of the Previous Meeting
The minutes of the November meeting having been circulated were proposed as a true record by E.Hartshorn, seconded M.Brotherhood.
Matters Arising/Clerks Update
Majority of matters covered under the headings below, but with regard to the closing of ‘The Village Pump’, it was agreed a meeting should be held with Ms Mullins to look at the way forward, meanwhile E.Hartshorn is investigate options.

Ref.10/00850/FUL - 22 Spinney Drive – Extension – there were no objections to the application.
Finance
- Accounts for payment
Proposed D.Reid, seconded P.Enston that the invoices listed below are paid.
Chairman’s Allowance – a figure of £350 was proposed by D.Burchell, seconded L.Moore.
First Responders request for financial help – Proposed E.Hartshorn, seconded M.Brotherhood and all in agreement that £300 is donated.
Pride Alarms request for funding – informed should a Barlestone Resident be in need of an alarm then this will be considered at the time.
- Finance Sub-Committee Proposals – Precept & Quotations
Prestons Ground Maintenance for 2011/12 quotation £15697.33+ VAT – proposed M.Brotherhood, seconded D.Burchell and all in agreement that Prestons are contracted for next year.
Budget for 2011/12 was proposed by D.Reid, seconded by M.Brotherhood, agreed by all, therefore the Precept for the year 2011/2012 will be £53,000. It was noted that this was a lower figure than 2008/09, when it had been £54,000. It was also pointed out that from 2009 to 2011 it had remained at £52,000.
CCTV Quotation for repairs – it was felt that a meeting should be held with the company in question but E.Hartshorn proposed that this should be left for a future meeting – all in agreement.
Playing Field
The Clerk reported that the invoices for the football teams dated the 10th November 2010 had not yet been paid.
Cemetery
Request for a change of Headstone for Albert Gordon Smith. The members discussed the proposals and agreed that either of the two submitted would be in order.
Allotments
The Clerk reported that Mr. Dolman from the Environment department at the Borough had confirmed that following a visit to the allotments with representatives of Severn Trent, the water company had taken on the responsibility for solving the problem of the overflow from the sewage pipe. It would either be removed or repaired. No date for carrying out the work has been given by Severn Trent.
Good Friday Site – Update
A letter had been sent to Mr. Atkinson at the Borough with regard to the monitoring of the site. A reply has been received from Simon Wood of Planning.
E.Hartshorn is due to have a meeting with Stuart Bray (Leader of the Borough Council and Cabinet member for Planning).
Village Hall
D.Burchell informed the members that a meeting had been set up for 4th January 2011.
Remembrance Day
Following on from Remembrance day, the Church Service collection for the Earl Haig Fund amounted to £168.86
Christmas Event
The Christmas Tree Lighting went ahead and the lights were turned on by Mrs. Heather Ball.
Children from Barlestone School sang carols before being joined by the residents. Elohim Church supplied warm drinks at The Hub which was much appreciated by everyone who attended.
The members are looking at purchasing new lights for next year and the members were asked to think about what they would like to achieve for a Christmas display. This will be discussed in the New Year.
Citizen of the Year 2010
A decision will be taken at the January meeting.
Any other Business
Insurance – Zuric Insurance have requested to be allowed to quote for our insurance cover and E. Hartshorn has also given details of another company.
The Clerk asked if prospective insurers have a copy of the current schedule and was told this should not be done.
E.Hartshorn requested permission to write to the Diocesan Board of Education with regard to the land on which Barlestone Primary School stands as it is understand some of the land belongs to the Church and if the school wanted to become an academy in the future this would present a problem.
There being no further business the meeting closed at 10.05 pm
